Shangri-La International Hotel Management Limited has selected Verisign to provide backend registry services for the .盛贸饭店 gTLD. Verisign’s registration software is in compliance with all current IDN standards, including ICANN’s IDN Guidelines, as well as The Internationalized Domain Names in Applications (IDNA 2008) specification, published by the IETF as RFC 5891.
The IDN tables provided herein represent Unicode characters allowed for registration by Verisign’s software. The data in these tables come from three categories of source material.
- Openly available language standards, published in RFC and other formats, by appropriate authorities.
- The Unicode Standard, specifically definitions of written scripts as defined by this well-known specification.
- ICANN’s own IDN Implementation Guidelines, which provide some special rules for domain registration, especially code points not appropriate for the Domain Name System.
The characters are provided in an ASCII text format that adheres strictly to the RFC 4290 specification. The files are machine readable, but also include comment headers to provide human readable inquiry information. The files satisfy all IANA publication requirements and are posted on IANA’s IDN repository.

Shangri-La International Hotel Management Limited has selected Verisign to provide backend registry services for the .盛贸饭店 gTLD. Verisign’s registration software is in compliance with all current IDN standards, including ICANN’s IDN Guidelines, as well as The Internationalized Domain Names in Applications (IDNA 2008) specification, published by the IETF as RFC 5891.
It was known at the time of publication that the IDNA 2008 standard could not entirely resolve concerns with Bi-directional script compatibility. That is, combining left-to-right scripts (like Han or Latin) with right-to-left scripts (like Hebrew or Arabic) can sometimes cause rendering or usability issues.
Verisign’s software is in strict compliance with the IDNA 2008 standard, and so Verisign implements rules for bi-directional (right-to-left) scripts as outlined in RFC 5893.
Through its involvement in the IDN Software Developer’s Consortium, Verisign works with application vendors and domain name industry stakeholders to ensure that the IDNA standard is implement consistently across software layers in order to reduce rendering and usability issues for IDN users.
Because these rendering issues only occur when mixing bi-directional scripts, and because the .盛贸饭店 gTLD is left-to-right only, we do not anticipate rendering issues to affect the user experience for our clients.

18A. Describe the mission/purpose of your proposed gTLD.
THE MISSION AND PURPOSE OF THE NEW RESTRICTED .盛贸饭店 gTLD IS TO BENEFIT INTERNET USERS BY ENSURING INCREASED TRUST AND CONFIDENCE THROUGH THE ELIMINATION OF USER CONFUSION AND ASSURANCE OF BRAND AUTHENTICITY.
The new .盛贸饭店 gTLD (“tradershotels” in simplified Chinese) will operate as a restricted registry, in which Shangri-La International Hotel Management Limited (Shangri-La International) can create and control domain spaces within .盛贸饭店 that promote its Traders Hotels brand. In this regard, the .盛贸饭店 will be used by Shangri-La International to provide information, services and resources regarding Traders Hotels to consumers in a way that promotes trust, confidence and convenience. The .盛贸饭店 gTLD will provide an authoritative internet space for Shangri-La International, its affiliates and partners that are associated with the Traders Hotels brand. Second and third level domains can then be utilised for localised booking services and for communication and marketing purposes, with internet users assured of brand authenticity.
Traders Hotels are a brand of hotels owned, operated and⁄or managed by Shangri-La International. Shangri-La International opened the first Traders Hotel in Beijing in 1989 and currently operates 13 Traders Hotels in 8 countries across Asia and the Middle East. This is expected to expand to 9 countries in the near future. Shangri-La International, trading as Shangri-La Hotels and Resorts, is a global group that owns, operates and⁄or manages five-star hotels and resorts across the world. Shangri-La International, established in 1984, is a wholly owned subsidiary of Shangri-La Asia Limited (Shangri-La Asia). Shangri-La Asia is based in Hong Kong and listed on the Hong Kong and Singapore Stock Exchanges and traded as American Depositary Receipts (ADR) in the US, with revenue in 2010 of nearly USD1.6 billion and a market capitalisation of approximately USD42 billion. Shangri-La Asia has over 33,000 employees and around 30,000 guest rooms across its suite of hotels. The Traders Hotels brand offers a vibrant yet professional environment which caters to more value-conscious, savvy business travellers. In this regard, consumer trust, continuous innovation and protection of the Traders Hotels brand are paramount considerations in all its activities. .盛贸饭店 will promote the Traders Hotels brand in Chinese speaking countries and maintain Shangri-La International’s strong online presence. These objectives will be further complemented by Shangri-La International’s separate application for .tradershotels and 盛貿飯店 (“tradershotels” in traditional Chinese).
Business activities are increasingly conducted over the internet, allowing for greater levels of interaction between businesses and customers. As a result, both businesses and end users benefit from ease of interaction and a wider range of choices with lower transaction costs. However, the development in this arena in the current domain name system has exposed both businesses and consumers to increased criminal activities over the internet, including data breach, hacking and phishing. These sophisticated criminal activities cause reputational damage to businesses as internet users lose consumer confidence and trust with the businesses targeted by such criminal activities. The .盛贸饭店 gTLD will facilitate greater trust and assurance from internet users connecting with Shangri-La International online, whilst still allowing convenient and efficient interaction.
Shangri-La International’s mission and purpose of the proposed gTLD share ICANN’s initiatives to promote public interest. Shangri-La International is committed to contribute towards achieving such initiatives in line with ICANN’s Affirmation of Commitments, which includes:
- consumer trust: the .盛贸饭店 gTLD registry will be operated in a centralised manner with a restrictive registration policy. Registration of domain names will only be available to Shangri-La International and its affiliate and associated entities, at this stage, which will provide added consumer trust that .盛贸饭店 domain names are trustworthy. As .盛贸饭店 domain names are subject to registration standards, policies and procedures under Shangri-La International’s control, this eliminates the possibility of malicious conduct within the .盛贸饭店 domain space;- competition: the proposed gTLD is not intended to instigate competition and consumer choice at the level of registration of domain names among prospective registrants. Instead it is anticipated to contribute to ICANN’s initiatives to promote public interest through its operation focussed on promoting consumer trust. Increased trust in .盛贸饭店will drive existing and new top level domain (TLD) registry operators to make improvements in mechanisms to improve consumer trust of their TLDs; and
- consumer choice: the proposed gTLD will enable user-driven improvements and innovations assisting Shangri-La International’s marketing efforts through its ability to create new second and third level domain names on demand. These names will provide the consumers with more choices for interacting with Shangri-La International. As Shangri-La International has effective control over the registration and use of domain names under .盛贸饭店 domain space, this will also contribute towards general service innovations on the internet.
Given the restricted nature of.盛贸饭店, the projected number of registration is likely to be limited. It is anticipated that around 20 domain names will be registered in the first year. Over the next few years, the number of registrations is likely to increase to about 50 domain names as Shangri-La International develops and implements new services and marketing campaigns.
As.盛贸饭店expands and evolves, Shangri-La International will continue to comply with all operational, technical and policy requirements, as well as maintaining consumer trust and the stability of the internet. Shangri-La International will keep ICANN reasonably informed of any material developments relating to .盛贸饭店including compliance with the continued operations instrument obligations as set out in Specification 8 of the Registry Agreement.
Shangri-La International intends to create relevant domain names for use including product, services or geographic names in the second or third level domain names. In accordance with registration policy and the proposed measures for protection of geographic names as outlined in response to Question 22, Shangri-La International will use geographic names to localise its websites in countries in which it currently operates the Traders Hotels brand. It is anticipated that the number of geographic names used at the second and third level will increase as Shangri-La International expands the Traders Hotels brand into new cities and countries. The use of geographic names is intended to:
- connect internet users with relevant information as applicable to the territory; and
- comply with required rules and regulations in the national territory.
Shangri-La International will also utilise Internationalized Domain Names (IDNs) at the second level, initially in Chinese language. The use of IDNs will allow internet users to engage with .盛贸饭店 in their native language, creating a more positive user experience and encouraging diversity. As the use of.盛贸饭店evolves, it is anticipated that the use of IDNs, including additional languages, will increase within the .盛贸饭店 domain space.
Traders Hotels is a well-recognised brand in Asia with its “盛贸饭店” trademark registered in 6 countries and territories in simplified Chinese characters for 6 categories, including: Entertainment Services (Class 41); Restaurant and Hospitality Services (Class 43); and Medical, Hygienic and Beauty Care Services (Class 44).
Further, Shangri-La International has 2 existing domain names with an exact match to the “盛贸饭店” trademark in the following spaces:
- gTLDs: 盛贸饭店.公司 (IDN .com); and
- country-code TLDs (ccTLDs) 盛贸饭店.中国 (IDN .cn)
18B. How do you expect that your proposed gTLD will benefit registrants, Internet users, and others?
The key goals of the proposed new .盛贸饭店 gTLD are in line with ICANN’s Affirmation of Commitments: to promote consumer trust, competition and consumer choice. Shangri-La International also seeks to foster its online reputation and provide an authoritative internet space through which Shangri-La International is able to communicate with its customers directly and effectively. The ability to create domain names on demand related to specific marketing, specialty service and product development supports these goals. Strengthened security measures, service levels and more effective functionality will provide a trusted and positive user experience.
18(B)II. WHAT DO YOU ANTICIPATE YOUR PROPOSED gTLD WILL ADD TO THE CURRENT SPACE, IN TERMS OF COMPETITION, DIFFERENTIATION, OR INNOVATION?
It is anticipated that the proposed .盛贸饭店 gTLD will make positive contributions to the wider internet community by providing:
DIFFERENTIATION (INCREASED TRUST):
The .盛贸饭店 gTLD will simplify how internet users interact with Shangri-La International by providing a distinctive domain space. Internet users will be able to directly navigate to .盛贸饭店 gTLD site, saving time and resources searching for an official site. The current domain name system has shown that it is vulnerable to malicious abuses due to registration of domain names which seek to exploit consumer confusion. Shangri-La International can address some of these vulnerabilities by maintaining complete control over the domain names registered under the .盛贸饭店 domain space. Together with consumer trust, internet users will be able to rely on the authoritativeness of the domain names under .盛贸饭店 domain space, which will differentiate interaction between internet users and Shangri-La International.
COMPETITION:
The differentiation of .盛贸饭店 gTLD as a trusted site for Shangri-La International will drive existing and new TLD registry operators to make improvements in mechanisms to improve consumer trust of their TLDs. Internets users will be encouraged to interact with domain names under .盛贸饭店 domain space. As a result, .盛贸饭店 will have a flow on effect to enable increased competition. Therefore, the benefits of the proposed .盛贸饭店 will be distributed not only to its direct customers, but to the internet community at large forcing improved services and competitive pricing in the market place.
INNOVATION:
With the expansion of the internet community to all corners of the world, the existing TLD structure presents limitations, not only in the availability of domain names for registrants, but also to businesses and organisations establishing a coherent global online brand presence to meet their evolving business needs. It is often difficult to register a domain name in existing domain space due to unavailability of the desired name. This problem is amplified for organisations such as Shangri-La International who work across many different jurisdictions and geographical markets. Even when the desired domain name is available, it may come with a high price tag associated with a purchase of such desired name from a third party. Shangri-La International has the ability to create second or third level domain names including the use of geographic names and IDNs on demand which are relevant to its customer base, products and services. This will be complemented by Shangri-La International’s separate application for the .tradershotels gTLD. Shangri-La International will be able to combine its use of the domain space with innovative user focused marketing and services to address the currently unmet needs in the existing domain name system providing greater consumer choice.
18(B)III. WHAT GOALS DOES YOUR PROPOSED gTLD HAVE IN TERMS OF USER EXPERIENCE?
The proposed .盛贸饭店 will provide a positive user experience, which meets the changing and growing needs of the global internet community. Shangri-La International will maintain control in the registration and use of domain names and will ensure that the new gTLD will only be used for purposes authorised by Shangri-La International. Therefore, .盛贸饭店 gTLD will:
- provide an easy and intuitive reference and access point for internet users;
- represent authenticity thus promoting user confidence;
- direct internet users to relevant information in a timely manner by creating domain names on demand;
- use IDNs to enable customer to interact directly in their native language;
- use geographic names to localise its websites to connect with internet users in the relevant regions and to comply with local laws;
- enhance security and minimise security risks by implementing necessary technical and policy measures;
- strengthen brand reputation and user confidence by eliminating user confusion; and
- prevent potential abuses in the registration process reducing overall costs to businesses and users.
.盛贸饭店 should address the concerns that the current domain name system is open to potential malicious abuse and user confusion in the registration processes. Although the current system allows an eligible party to lodge a claim through existing Uniform Domain Name Dispute Resolution Policy (UDRP) or other dispute resolution processes, the .盛贸饭店 gTLD will reduce potential abuses in the registration processes and overall costs to internet users. User confidence in the domain name system will be strengthened, which will ultimately contribute towards promoting ICANN’s core values in benefiting the public interest.
18(B)IV. PROVIDE A COMPLETE DESCRIPTION OF THE APPLICANTʹS INTENDED REGISTRATION POLICIES IN SUPPORT OF THE GOALS LISTED ABOVE.
The proposed registration policy is attached in response to Question 28.
Only affiliate entities of Shangri-La International will be eligible to register domain names in .盛贸饭店 at this stage. The domain name registration processes will address the requirements mandated by ICANN, including rights abuse prevention measures.
18(B)V. WILL YOUR PROPOSED gTLD IMPOSE ANY MEASURES FOR PROTECTING THE PRIVACY OR CONFIDENTIAL INFORMATION OF REGISTRANTS OR USERS? IF SO, PLEASE DESCRIBE ANY SUCH MEASURES.
Shangri-La International is committed to protection of privacy and confidential information in accordance with its objective of increasing consumer trust and providing a safe and legitimate internet space for internet users. Privacy and confidential information will be protected in accordance with all applicable laws and regulations relating to internet security, privacy and user’s confidential information, including the Personal Data (Privacy) Ordinance of Hong Kong (Ordinance).
Shangri-La International also has implemented its own privacy policy to demonstrate its commitment to the protection of user privacy and confidential information. Shangri-La International has a strong interest in ensuring a high level of privacy protection for its customers and will only acquire and use personal information, as necessary, in a fair and lawful manner. Shangri-La International’s Privacy Policy fully complies with the Ordinance and regulates the collection, use, disclosure and transfer of customers’ personal data and information, including for the following purposes:
- providing customers with a better, more personalised level of service;
- processing and⁄or confirming hotel arrangements;
- providing and charging for hotel accommodations and other goods and services;
- in the case of (a guest loyalty program) Golden Circle (GC) applicants and members, processing their application and administering their GC membership;
- providing privileges, benefits and services to customers and for GC Members, arrange for the same to be provided by any participating hotels, airline partners and partners of GC;
- fulfilling contractual obligations to customers, any person involved in the process of making customers’ travel arrangements (e.g. travel agents, group travel organisers and your employer) and vendors (e.g. credit card companies, airline operators and other loyalty programmes);
- conducting market analysis, market research, customer satisfaction and quality assurance surveys, direct marketing and sales promotions;
- responding to requests for information and services;
- providing for the safety and security of guests;
- disclosing the winner of contests and lucky draw competitions; and
- meeting legal and regulatory requirements.
As the .盛贸饭店 gTLD will only be available to affiliate and associated entities of Shangri-La International, initially, the amount of personal data that will be collected for the purposes of operating the gTLD and made publicly available in the WHOIS database will be very limited. Shangri-La International will provide a publicly available and searchable WHOIS look up facility, where information about the domain name status, registrant information including administrative and technical contact details can be found in accordance with Specification 4 of the Registry Agreement. In order to prevent misuse of the WHOIS look up facility, Shangri-La International will utilise measures including a requirement where any person submitting a WHOIS database query is required to read and agree to the terms and conditions in accordance with the registration policy. This will include the terms of use that the WHOIS database is provided for information purposes only and that the user agrees not to use the information for any other purposes such as allowing or enabling the transmission of unsolicited commercial advertising or other communication.
Shangri-La International will deploy Domain Name System Security Extensions (DNSSEC) which is intended to benefit both Shangri-La International and its users interacting with Shangri-La International online. DNSSEC provides additional security by validating information in the transmission, therefore it is intended to benefit those who publish information in the domain name system (DNS) and the users who retrieve information from the new .盛贸饭店 gTLD. Shangri-La International already implements measures to protect privacy or confidential information of its users against misuse, loss, alteration and unauthorised access. Such measures include the use of firewalls with intrusion prevention and Secure Socket Layers for data protection.
Shangri-La International will continue to apply all security measures currently implemented and will comply with all other policies and practices required by ICANN in the Registry Agreement and any relevant Consensus Policy for protecting the privacy and confidential information of registrants and users in the new .盛贸饭店 domain space.
18(B)VI. DESCRIBE WHETHER AND IN WHAT WAYS OUTREACH AND COMMUNICATIONS WILL HELP TO ACHIEVE YOUR PROJECTED BENEFITS.
The proposed new gTLD will be publicised by a media plan to promote recognition of the new gTLD within the internet community to be a trusted site and as a sign of authenticity.
During the initial stage of the operation of the proposed new gTLD, it is anticipated that internet users will be re-directed to current websites. However, over time, it is foreseen that communication to the internet community of the existence of the proposed new gTLD and encouragement to utilise the trusted site will contribute towards minimising malicious abuses and protecting internet users.
18C. What operating rules will you adopt to eliminate or minimize social costs (e.g., time or financial resource costs, as well as various types of consumer vulnerabilities)? What other steps will you take to minimize negative consequences/costs imposed upon consumers?
As a restricted gTLD, registration will only be open to internal users (affiliate and associated entities) at this stage and no third parties will be able to register domain names under .盛贸饭店 domain space. Therefore, it is not anticipated that third party trademark owners will incur costs in relation to the .盛贸饭店 gTLD. The affiliate entities wishing to register domain names must ensure that all the policy requirements for registration are satisfied. Shangri-La International will utilise the services of the proposed Trademark Clearinghouse to ensure that domain names registered and the use of those domain names, do not infringe any registered third party intellectual property rights.
No unaffiliated third party will be permitted to register domain names at this stage. It is estimated that time and money spent by consumers who have been targeted by malicious abuse in utilising services on the internet will reduce over time as a result of the new, trusted .盛贸饭店 gTLD.
18(C)I. HOW WILL MULTIPLE APPLICATIONS FOR A PARTICULAR DOMAIN NAME BE RESOLVED, FOR EXAMPLE, BY AUCTION OR ON A FIRST-COME⁄FIRST-SERVE BASIS?
The initial use of the proposed new gTLD will be restricted to internal business use and Shangri-La International and affiliate and associated entities are intended to be the registrants under the .盛贸饭店 gTLD. Therefore conflicts between multiple applications are not anticipated to occur.
18(C)II. EXPLAIN ANY COST BENEFITS FOR REGISTRANTS YOU INTEND TO IMPLEMENT (E.G., ADVANTAGEOUS PRICING, INTRODUCTORY DISCOUNTS, BULK REGISTRATION DISCOUNTS).
