15B. Describe the process used for development of the IDN tables submitted, including consultations and sources used.

 

The answer is based on information provided by the Service Provider appointed by the Applicant for the Registry

 

The applicable IDN table is developed by the Chinese Domain Name Consortium (CDNC). CDNC is a collaboration among CNNIC, TWNIC, HKNIC and MONIC. As an independent non-profit organization, the CDNC oversees standardizing of all regulations and policies on Chinese IDN registrations, including standardization of the Chinese language tables, variant mapping policies, and registration policies.

 

The Service Provider is an invited member of CDNC and coordinates closely to design and execute on the latest advances in deployment of Chinese scripts.

 

The Service Provider evaluates IDN tables on 4 categories:

  1. Conformance to IDNA: The Service Provider was actively involved in efforts to evolve the IDNA standards to ensure they are more responsive to technical and social needs, as reflected in RFCs 5890, 5891, 5892, and 5893. Each Unicode character, including variants, that are captured within the IDN table are analyzed against the IDNA protocol to ensure full compliance; examples of incompatibility includes characters that are prohibited in IDNA. Incompatible characters are excluded from the tables.

 

  1. Completeness of the Table: The Service Provider determines whether the IDN table is complete, ensuring that there are no corner cases that may lead to confusion to end-users. In this process, specifically if variants exist, the Service Provider analyzes each character and its associated variants to ensure that each character produces the same set of variants. If all variant mappings and reverse mappings correlate, the IDN table is considered complete. Any exceptions are raised to CDNC for further evaluation and recommendations.

 

  1. Registration and administration policies: In the analysis of supporting Chinese IDNs, the Service Provider references 2 core RFCs; RFC3743: JET Guidelines for IDN Registration and Administration for Chinese, Japanese, and Korean and RFC4713: Registration and Administration Recommendations for Chinese Domain Names. The Service Provider has also solicited recommendations from John Klensin, who led the development of RFC4713.

  1. Describe the applicant's efforts to ensure that there are no known operational or rendering problems concerning the applied-for gTLD string. If such issues are known, describe steps that will be taken to mitigate these issues in software and other applications.

 

The Service Provider has reviewed the TLD and tested it in the ICANN IDN wiki and determined that no additional operational, rendering or other general usability issues exist. Also, as no additional issues were found as it relates to IDN Tables, variant management, and string confusability against existing TLD⁄ISO3166⁄IDN-ccTLDs, we have established that this TLD will be a trusted and secure extension for Internet addresses.

Yet, given the method used in developing and implementing IDNs, some known operational, usability and rendering problems are to be expected. The three issues include:

  1. Application-level implementation: End-users expect to see the U-label version of the IDN; however this is not always the case. Due to security problems discovered in early IDN implementations, applications insert protection mechanisms for users typing or clicking on IDN links. As such, sometimes the A-label is displayed in the browser address-bars and some online forms will not accept U-label strings.

From an operational perspective, the IDN will resolve and e.g. the webpage for the domain will be displayed for the user, making the IDNs functional as web-addresses.

It is generally agreed that display of the U-label is the best possible result. To reach that result, the Service Provider will expand on existing relationships with application developers to ensure least possible impact for the TLD launch. The Service Provider will continue working with all major browser developers to streamline and assist in user-friendly IDN implementation and support ICANN’s work on Universal TLD Acceptance.

  1. Email usage issue: The Service Provider has been a pioneer in implementing support for IDN TLDs in email software. The Service Provider staff is chair of the Email Address Internationalization (EAI) working group and has been leading standardization efforts since 2006. The protocol for internationalized email is in its last stages of development; recently, core components have been standardized such as RFCs 6530, 6531, 6532, and 6533. As a result, not all email software providers have implemented support for IDN TLDs at this stage. The Service Provider will continue to conduct registrar training programs and supply information to facilitate in their outreach, marketing, and informational material to registrants.
  2. Jumping the digit issue: A known rendering issue with IDN TLDs is referred to as the jumping digit. This is a problem that occurs in certain situations where right-to-left directional scripts are used in conjunction with a digit placed in a string before the separator (dot) will at resolution “jump” to the other side of the separator. As a result, the resolving domain name is a completely different domain name than originally intended.

No such issue will take place with domains under this TLD as no right-to-left scripts are supported.

18A. Describe the mission/purpose of your proposed gTLD.

 

According to the Applicant, the purpose of the gTLD is manifold:

 

To allow the Applicant to develop an online platform that reflects its distinctive key brand “淡马锡” or “Temasek” as the top-level domain name.

 

To provide stakeholders of the Applicant with a recognizable and trusted identifier of the Applicant on the Internet.

 

To provide such stakeholders with a trusted and secure Internet environment that is fully under the control of the Applicant and its subcontractors.

 

The Applicant is an internationally recognized investment company established in 1974 and has been operating under the “Temasek” brand. The gTLD will allow the building of an online platform, identified with the “Temasek” brand, for the Applicant to reach out to its local and international stakeholders, which include, but are not limited to:

 

Bond holders and potential bond holders;

Business partners and potential business partners;

Portfolio and investee companies and potential investee companies;

Governments and regulators

Ratings agencies

Temasek’s non-profit philanthropic organisations and their beneficiaries

Employees and Potential employees

Interested members of the public

 

The gTLD will be used as an undisputed “Temasek” channel to provide stakeholders with information on the Applicant, which includes, but is not limited to:

 

Temasek’s corporate profile

Temasek’s financial and portfolio performance

Media releases issued by Temasek

Information on Temasek’s bonds, including offering circulars, ratings reports and other essential information that is provided to investors

Contact information of Temasek’s Singapore and overseas offices

Information on career opportunities with Temasek

 

As the owner of the gTLD, the Registry will put in place proper policies to administer domain name registrations, and determine strict eligibility requirements for domain name registrants in the gTLD.

 

The new gTLD application will allow the Applicant to protect the “Temasek” brand name at the top level for the DNS’ hierarchy, minimizing abuse or misuse of the “Temasek” trademarks and identity theft arising from wrongful use of the “Temasek” brand.

 

This will prevent confusion among Internet users arising from such improper use as to which is the Applicant’s official website.

 

18B. How do you expect that your proposed gTLD will benefit registrants, Internet users, and others?

 

The goal of the gTLD application is :

 

To allow the Applicant to develop an online platform that reflects its distinctive key brand “Temasek” as the top-level domain name.

 

To provide users with an unambiguous and undisputed “Temasek” channel.

 

.淡马锡 would bring a high degree of recognition and specialization to the existing name space.

 

Where in most cases the specific connotation that has been initially given to the gTLDs (or even ccTLDs) has disappeared, the . 淡马锡top-level domain is currently intended to be unambiguous as regards the identity of the Registry Operator, the source of the content and services offered under the .淡马锡 and⁄or the affiliation between the Registry Operator and the gTLD.

 

The gTLD will provide end users with a highly recognizable and trusted identifier on the Internet in relation to the Applicant’s “Temasek” brand name, and would provide an unambiguous channel for users to be provided information about the Applicant.

 

The Applicant intends to implement the following policies and procedures with respect to the registration of domain names in the . 淡马锡top-level domain:

 

Reservation of domain names in the name of the Applicant prior to launch. These names include but are not limited to :

 

descriptive names, associated with the Applicant and⁄or its group companies;

descriptive names, referring to the actual business activities of the Applicant and⁄or its group companies;

descriptive names, referring to the internal departments of the Applicant and⁄or its group companies;

 

Mechanics will be put in place to allow for the following upon launch of the gTLD:

 

Sunrise: to allow physical persons, organizations and entities that meet the eligibility requirements in force at that point in time to register their domain in accordance with the applicable terms and conditions;

 

Land rush and general availability: other available domain names may be registered by physical persons, organizations and entities that meet the eligibility requirements in force at that point in time in accordance with the applicable terms and conditions.

 

Depending on the terms and conditions in force at the time of launch of the gTLD, these domain names may or may not be registered in the name of the Applicant for the domain name or in the name of the Applicant for the gTLD (.淡马锡).

 

The Registry shall at all times exercise control over each and any domain name applied for and registered under the . 淡马锡gTLD. The Applicant reserves the right to impose additional and other restrictions from time to time at its sole discretion. All registrations of domain names under the .淡马锡 gTLD shall be subject to the Applicant’s consent.

 

All information that the applicant receives will be subject to controls and procedures, established via an information security policy that outlines the proper:

 

Classification;

Management;

Protection and

Handling

 

of all confidential information, including confidential information of registrants.

 

The Applicant may employ various methods to make existing and future visitors and stakeholders aware of the (gradual) move from its TEMASEK domain name to the . 淡马锡gTLD, including but not limited to:

 

Search engine optimization and other tagging which facilitates easy access by internet users;

Internet advertising campaigns, including paid search, pay-per-click advertising, etc.;

having Internet traffic to the TEMASEK domain name resolving into domain names registered in the . 淡马锡gTLD; email and other marketing campaigns.

 

18C. What operating rules will you adopt to eliminate or minimize social costs (e.g., time or financial resource costs, as well as various types of consumer vulnerabilities)? What other steps will you take to minimize negative consequences/costs imposed upon consumers?

 

The Applicant will organize the registry operation for the .淡马锡 in any of the following manners to handle multiple applications for a particular domain name::

 

The Applicant ⁄ Registry Operator may reserve, delegate and use a large number of domain names that are directly or indirectly relevant to Applicant’s business in its own name. As some of these domain names would be descriptive in nature, the chances for qualifying ⁄ eligible applicants ⁄ registrants to register such domain names after the launch will be limited.

 

The Registry Operator may release available domain names post-launch in a highly controlled manner, which also reduces the likelihood that two or more applicants qualify for the registration of the same domain name in the . 淡马锡top-level domain.

 

As a method of last resort, and subject to the actual domain name registration policy adopted by the Registry Operator and in force at the time of registration, domain names will be allocated on a first-come, first-served basis.

 

The Applicant intends to make the . 淡马锡top-level domain available to qualifying domain name registrants only. Although the Registry may initially make such registrations available at no cost for these qualifying registrants, it shall at all times, be entitled to set fees; if the Applicant ⁄ Registry Operator would be required to charge a fee for the registration of domain names under the . 淡马锡gTLD, the fee will be set at a cost-recovery or arm’s length basis, to be determined by the Registry.

 

If the Applicant ⁄ Registry Operator will be required to increase the fees for the registration of domain names, such increases will keep pace with the cost-recovery or arm’s length character referred to above.
