15B. Describe the process used for development of the IDN tables submitted, including consultations and sources used.
The applicable IDN table is developed by the Chinese Domain Name Consortium (CDNC). CDNC is a collaboration among CNNIC, TWNIC, HKNIC and MONIC. As an independent non-profit organization, the CDNC oversees standardizing of all regulations and policies on Chinese IDN registrations, including standardization of the Chinese language tables, variant mapping policies, and registration policies.
Afilias is an invited member of CDNC and coordinates closely to design and execute on the latest advances in deployment of Chinese scripts.
Afilias evaluates IDN tables on 4 categories:
- Conformance to IDNA: Afilias was actively involved in efforts to evolve the IDNA standards to ensure they are more responsive to technical and social needs, as reflected in RFCs 5890, 5891, 5892, and 5893. Each Unicode character, including variants, that are captured within the IDN table are analyzed against the IDNA protocol to ensure full compliance; examples of incompatibility includes characters that are prohibited in IDNA. Incompatible characters are excluded from the tables.
- Completeness of the Table: Afilias determines whether the IDN table is complete, ensuring that there are no corner cases that may lead to confusion to end-users. In this process, specifically if variants exist, Afilias analyzes each character and its associated variants to ensure that each character produces the same set of variants. If all variant mappings and reverse mappings correlate, the IDN table is considered complete. Any exceptions are raised to CDNC for further evaluation and recommendations.
- Registration and administration policies: In the analysis of supporting Chinese IDNs, Afilias references 2 core RFCs; RFC3743: JET Guidelines for IDN Registration and Administration for Chinese, Japanese, and Korean and RFC4713: Registration and Administration Recommendations for Chinese Domain Names. Afilias also solicited recommendations from John Klensin, who led the development of RFC4713.
Afilias has determined that there are no outstanding issues regarding the Chinese IDN table.
- Registry policies: Upon successful evaluation of the IDN tables and its registration policies, Afilias considered additional policies to ensure consistency of implementation, as well as to prevent potential abusive behavior to ensure a high quality of service.
These policies include:
- Identifying the maximum allowable Unicode characters for a given domain registration. The maximum length may vary for different scripts and is enforced to ensure the A-label does not exceed the maximum label length. Afilias solicits feedback CDNC to ensure the limitation does not impact the registrar, registrant or user experience.
- Identifying the maximum allowable variants permitted per IDN registration. For Chinese IDNs, there are cases which may generate millions of variants. The maximum allowable variants prevent malicious use of IDN registrations that may impact the quality of the registry service.

- Describe the applicant's efforts to ensure that there are no known operational or rendering problems concerning the applied-for gTLD string. If such issues are known, describe steps that will be taken to mitigate these issues in software and other applications.
Nokia and Afilias have reviewed the TLD and tested it in the ICANN IDN wiki and determined that no additional operational, rendering or other general usability issues exist. Also, as no additional issues were found as it relates to IDN Tables, variant management, and string confusability against existing TLD⁄ISO3166⁄IDN-ccTLDs, we have established that this TLD will be a trusted and secure extension for Internet addresses.
Yet, given the method used in developing and implementing IDNs, some known operational, usability and rendering problems are to be expected. The three issues include:
- Application-level implementation: End-users expect to see the U-label version of the IDN; however this is not always the case. Due to security problems discovered in early IDN implementations, applications insert protection mechanisms for users typing or clicking on IDN links. As such, sometimes the A-label is displayed in the browser address-bars and some online forms will not accept U-label strings.
From an operational perspective, the IDN will resolve and e.g. the webpage for the domain will be displayed for the user, making the IDNs functional as web-addresses.
It is generally agreed that display of the U-label is the best possible result. To reach that result, Afilias will expand on existing relationships with application developers to ensure least possible impact for the TLD launch. Afilias will continue working with all major browser developers to streamline and assist in user-friendly IDN implementation and support ICANN’s work on Universal TLD Acceptance.
- Email usage issue: Afilias has been a pioneer in implementing support for IDN TLDs in email software. Afilias staff is chair of the Email Address Internationalization (EAI) working group and has been leading standardization efforts since 2006. The protocol for internationalized email is in its last stages of development; recently, core components have been standardized such as RFCs 6530, 6531, 6532, and 6533. As a result, not all email software providers have implemented support for IDN TLDs at this stage. Afilias will continue to conduct registrar training programs and supply information to facilitate in their outreach, marketing, and informational material to registrants.
- Jumping the digit issue: A known rendering issue with IDN TLDs is referred to as the jumping digit. This is a problem that occurs in certain situations where right-to-left directional scripts are used in conjunction with a digit placed in a string before the separator (dot) will at resolution “jump” to the other side of the separator. As a result, the resolving domain name is a completely different domain name than originally intended.
No such issue will take place with domains under this TLD as no right-to-left scripts are supported.

18A. Describe the mission/purpose of your proposed gTLD.
Nokia has been the market leader in China for over seven years. Currently, over 250 million Chinese people use Nokia devices. In 2010 alone, Nokia sold 82.5 million devices in the Greater China area. In August 2011, Superbrands, the world’s leading independent arbiter of brands, announced that Nokia is the leading brand in China, according to its ‘China 2011 – Consumer Top 50 Brands’ survey. The survey of over 2,000 brand preferences is the largest to date in China, and one of the only to evaluate companies based on consumer brand preference, rather than brand valuation.
Since Nokia first came to China in 1985, it has also aspired to be a leading corporate citizen in all its areas of operation. Focusing on many long-term sustainability projects, Nokia has played an integral role in contributing to youth education and environmental protection. In 2005, Nokia began its Green Box Take-Back Program, which is currently the largest voluntary mobile phone recycling scheme in China. On the education front, the Nokia initiated “Hand-in-Hand” CSR project has led to more than 110,000 children in the most remote regions of China getting a better start in life through improved access to education and medical care.
Nokia is the world’s leading manufacturer of mobile devices. More than 1.3 billion people across 160 countries connect using a Nokia device, from voice optimised mobile phones to the latest Internet connected smart phones In 2011, Nokia sold 417 million devices, reported net sales of €38.7 billion and invested €5.6 billion across R&D centres in 16 countries.
Nokia supports ICANN’s goals of introducing innovation and competition to the DNS without compromising security or stability. Nokia has been an active participant in the ICANN community since its formation. It has been represented on the ICANN Board and has also contributed to Policy Development through the Business Constituency, the Intellectual Property Constituency, several Working Groups and initiatives focussed on security and stability. Nokia was also a founding member of the .mobi gTLD registry. Nokia plans to leverage its prior knowledge of registry creation and governance in operating any new gTLD.
Nokia is applying for “诺基亚” string, the Chinese translation of Nokia, and will deploy a Standard Registry to meet its business needs which include:
- To ensure that the integrity of the Nokia brand is maintained at the highest available level in the domain name system: Nokia has a portfolio of registered intellectual property rights in Asia Pacific area including China. Securing the IDN string “诺基亚” in the domain name system is an extension of current brand development and protection.
- To keep Nokia at the forefront of innovation and technological development: Nokia plans to use best-practice DNS configuration and functionality, and will be monitoring and contributing to the development of new standards and services through participation in ICANN and the IETF.
18B. How do you expect that your proposed gTLD will benefit registrants, Internet users, and others?
Nokia currently serves Chinese Internet users with domain names registered in the existing Top-Level domains. Nokia anticipates that unique and authentic .诺基亚 IDN gTLD registry can provide future opportunities for differentiation, innovation and consumer choice.
To support these goals, the .诺基亚 gTLD registry is being designed to operate as a Single Entity Registry with all domains owned by Nokia Corporation. It will be closed to third parties with no association with Nokia. Domains will only be allocated for the use of Nokia Corporation or its affiliates, to support group’s commercial objectives.
Initially names in the .诺基亚 gTLD registry may forward to existing Nokia’s sites under .com or ccTLDs. In the future Nokia may optimise its gTLD registry’s mode of operation in line with business goals and what emerges as Best Practice for Dot Brand owners or in response to ICANN consensus policies. This is in accordance with the statement of former ICANN Chairman Peter Dengate Thrush on 22 June 2011 when he announced the launch of the new gTLD programme saying, ʺTodayʹs decision will usher in a new Internet age. We have provided a platform for the next generation of creativity and inspiration.ʺ
What is the goal of your proposed gTLD in terms of areas of speciality, service levels or reputation?
The goal of the .诺基亚 gTLD registry in terms of speciality and reputation is to reflect the uniqueness and value that lies in the Nokia brand, listed as the 14th Most Valuable Global Brand by InterBrand in the 2011.
In terms of service levels, the .诺基亚 registry will be run to the highest-levels of professionalism.
What do you anticipate your proposed gTLD will add to the current space in terms of competition, differentiation or innovation?
Nokia can by definition differentiate with unique and authentic .诺基亚 Single Entity Registry.
In the future Nokia will explore a variety of use cases for its TLD registry. Nokia anticipates that future innovations and technological development in the market can provide future opportunities for differentiation, innovation and consumer choice.
What goals does your proposed gTLD have in terms of user experience?
Providing customers the best user experience in terms of ease of use, relevance and reliability is at the heart of Nokia’s product and service offering.
Only Nokia and its Affiliates will be able to register second level domain names in the .诺基亚 registry. Internet users will not have to worry about malicious behaviours or false or inaccurate information from a site under a .诺基亚 gTLD.
For Chinese speaking internet users .诺基亚 gTLD registry will be able to provide a complete user experience with native Chinese language and script.
Provide a complete description of the applicants intended registration policies in support of the goals above
Nokia Corporation is the operator of the .诺基亚 registry. The Nokia Domain Name Management team is responsible for the development, maintenance and enforcement of the .诺基亚 Domain IDN Management Policy (NIDMP). This policy defines the rules associated with eligibility and domain name allocation, sets out the license terms governing the use of a .诺基亚 domain name and describes the dispute resolution policies for the .诺基亚 TLD. This policy is intended to be updated and revised regularly to reflect Nokia’s commercial and strategic interests and, where appropriate, ICANN consensus policies.
General principle
The .诺基亚 registry will be a closed Dot Brand registry, also known as a Single Entity Registry. All domain name registrations in the .诺基亚 TLD will be registered to Nokia Corporation, and maintained by the Registry Operator for the exclusive use of members of the Nokia group of companies, its employees, subsidiaries and appropriate affiliates.
Nokia has no plans to sell, distribute or transfer the control or use of any registrations in the .诺基亚 TLD to any third party.
As the .诺基亚 registry will be a Single Entity Registry, Nokia is seeking an exemption from the Code of Conduct in Specification 9 of the Registry Operators’ Agreement.
Registration process
Registration of a .诺基亚 domain name is done in four steps: Eligibility Confirmation, Naming Convention check, Acceptable Use review and finally Registration. After Registration, the license holder of a .诺基亚 domain name must comply with the Acceptable Use rules.
Internationalized domain names in Simplified Chinese at the second level will be supported in the .诺基亚 registry. ASCII names will be permitted for limited purposes such as whois.
Revoking a .诺基亚 domain name licence
The Nokia Domain Name Management Team may revoke the license to use a .诺基亚 domain name for the reasons outlined below:
- Eligibility Reconsideration: If there is a change in status, for example if the domain name requestor ceases to be a member of the Nokia group of companies.
- Breach of warranty: If a warranty supplied by the domain name requestor is breached.
- Incorrect information: If misleading, incomplete or incorrect information is supplied in the application.
- Following a UDRP, URS or court decision: If a UDRP or URS panel decision or court of competent authority determines that a .诺基亚 domain name should no longer be licensed to the Registrant, it shall be removed from the registry.
- Improper use: If the .诺基亚 domain name, or the use of the .诺基亚 domain name, is not in the best interests of Nokia Corporation.
- Instruction: If instructed by the Registrant.
- Failure to comply with this policy: If the Registrant fails to comply with this policy.
Each applied for character string must conform to the .诺基亚 rules of eligibility. Each .诺基亚 name must:
- Not match any character strings reserved by ICANN;
- Not match any protected country names or geographical terms; and
- Not be an obscene or offensive term.
The .诺基亚 registry will be ICANN compliant: the registry will interface with the Trademark Clearinghouse, operate a Sunrise and IP Claims and all registrants must comply with the UDRP and the URS. There will be Thick Whois. Nokia will co-operate with any complaints under the PDDRP. The .诺基亚 registry will be responsive to legal rights owners.
Will your proposed gTLD impose any measures for protecting the privacy of confidential information of registrants or users?
Nokia protects the privacy of employee and customer data of all types every day. Nokia continuously reviews and improves measures to protect confidential information. The .诺基亚 registry plans to implement a series of measures building on this experience to protect the privacy of confidential information of users of the .诺基亚 registry including:
- Documenting policies and procedures including an escalation process.
- Using appropriate levels of encryption and physical security.
- Training key staff and ensuring responsibilities are understood and documented in rules of conduct.
- Limiting access to records only to those employees or service providers who need access for the performance of their job duties and monitoring log records.
- Testing procedures.
- Monitoring best practice and ICANN’s mandated and recommended policies.
- Auditing the work of providers including the Escrow provider and checking data.
- Report any attempts to gain unauthorised access to appropriate enforcement authorities.
Describe whether and in what ways outreach and communications will help to achieve your projected benefits?
The .诺基亚 registry will be a Standard, Single Entity registry, closed to third party registrants, for use only by companies within the group and pre-validated employees or Affiliates of Nokia. Nonetheless, outreach and communication will be undertaken to ensure that .诺基亚 domains are used in accordance with Nokia’s objectives. For example, guidelines will be produced and published on the Nokia intranet defining who can request a .诺基亚 domain and how it can be used.
18C. What operating rules will you adopt to eliminate or minimize social costs (e.g., time or financial resource costs, as well as various types of consumer vulnerabilities)? What other steps will you take to minimize negative consequences/costs imposed upon consumers?
The .诺基亚 registry will be a Standard Single entity registry, closed to third party registrants. A benefit to ICANN and the internet community of this type of controlled registry is that the social costs are minimised. A dedicated .诺基亚 TLD can provide consumers with enhanced level of authenticity. There is no impact on internet users in terms of either time or financial commitment because the registry will not be selling domain names to third parties. Unauthorised sites are not allowed under .诺基亚 gTLD..
To avoid negative consequences for internet users in respect of any future implementation of IDNs, Nokia is working with its technical provider Afilias on well-established IDN tables where characters are selected to match the needs of the market and variants are flagged to avoid user confusion.
The only anticipated consumer vulnerability is the possibility of phishing attacks. Nokia already monitors for phishing attacks and other types of false representation and will continue to do so, collaborating with law enforcement agencies, the creators of browsers, internet carriers and other specialists to combat phishing. Nokia follows the work of the Anti-Phishing Working Group and utilizes best practices to minimise the impacts of phishing attacks.
Nokia is considering the implementation of DNSSEC for key domains within its registry.
How will multiple applications for a particular domain be resolved, for example, by auction or on a first come first served basis?
Domains in the .诺基亚 registry will not be sold. As outlined above, they will be allocated to pre-approved members of the Nokia group of companies and Affiliates who meet strictly enforced terms of use. It is not envisioned that Nokia will ever call on applicants especially third parties beyond Nokia to apply for domains in the .诺基亚 registry. Therefore the possibility of multiple applications is very remote. Should it happen, the decision on which eligible representative of Nokia gets a domain will be taken by the Nokia Domains Manager after a consideration of the registry’s policies and the needs of the business.
Explain any cost benefits for registrants you intend to implement (e.g. advantageous pricing, introductory discounts, bulk registration discounts).
Nokia does not have any plans to offer discounts or any other type of cost benefits because it does not anticipate selling domains in the .诺基亚 registry to third parties. Instead, domains will be allocated on request to pre-validated representatives of Nokia, its group of companies, subsidiaries and affiliates.
The Registry Agreement requires that registrars be offered the option to obtain initial domain name registrations for periods of one to ten years at the discretion of the registrar, but no greater than 10 years. Additionally the Registry Agreement requires advance written notice of price increases. Do you intend to make contractual commitments to registrants regarding the magnitude of price escalation?
As requests for domains in the .诺基亚 registry can only be made by pre-approved members of the Nokia group of companies and affiliates, who will meet strictly enforced terms of use and who will not be required to make any payment, there is no need for contractual commitments in terms of price escalation. Domains in the .诺基亚 will be allocated for variable time periods in line with policy.
Before launching the .诺基亚 TLD, Nokia will develop and publish its policies and guidelines, setting out full details of how the registry will implement its vision and purpose as set out in this answer. Nokia may adapt its policies and proposed use of the gTLD, in a manner consistent with the purpose, to reflect changes in its business and the adoption of new gTLDs especially IDN gTLDs by the community .
